Yes, this looks more like a race support vehicle mishap. Probably on a one way street, street closed off or one of the former British controlled areas that ride to the left. Still, this guy is in big trouble.

Horrible picture! Must have been in Japan, but why so many riders on the wrong side of the road?
However, on closer inspection, the riders appear to be riding with the traffic (check the soles of their shoes).
